This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract, and is not a request for competitive quotes or proposals. The Commodity Futures Trading Commission (CFTC) intends to make an award to Portfolio Media, Inc. on a sole-source basis to obtain the following subscriptions: Law360 Securities and White Collar Law 360 Fintech News Law360 CyberSecurity & Privacy Law 360 Pulse DC CFTC intends to award a contract with one base year and four option years, for a total period of performance of five (5) years. CFTC requires up to date information related to lawsuit filings, litigation, settlements, verdicts and court news. The Law360 service aggregates and analyzes news and information in these subject areas in a simplified manner, providing a unique, rapid, consumable, and searchable way to obtain necessary legal information. A subscription to the noted Law360 subscriptions from Portfolio Media, Inc will provide some of the information necessary to carry out the CFTC mission. CFTC knows of no alternative source that can provide the aggregated information in the noted subscriptions in an accessible manner as offered by Portfolio Media, Inc. The Government intends to procure this requirement under FAR 6.302-1(a) and 41 U.S.C 3304(a)(1) - "Only one responsible source and no other supplies or services will satisfy agency requirements." This notice does not constitute a solicitation for offers and, as such, no solicitation is available. However, the Government will consider responses from all responsible sources received by 5:00pm ET, May 08, 2024. Written responses must include sufficient information to establish capability to fulfill the requirement. A determination by the government not to compete this proposed requirement is solely within the discretion of the Government. Any responses received will only be considered for the purpose of determining whether to conduct a competitive procurement in lieu of the sole source described in this notice. The Government anticipates award on or about June 1, 2024. The Government will not be responsible for any costs of preparation in response to this announcement.
