The Commodity Futures Trading Commission ("CFTC") intends to negotiate and award a sole-source contract for a base year and four option years to S&P Global to procure Legal Entity Identifier (LEI) reference data as defined by International Standards Organization (ISO) standard number 17442. The Government intends to procure this requirement under FAR 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Division of Data of the CFTC seeks to buy S&P Global's Business Entity Cross Reference and Industry Sector Cross Reference data subscription services to enhance the Commission's reference data for Legal Entity Identifiers (LEI) as used to identify counterparties in a swap trade. S&P Global is the only company that automatically links new LEI registrations to the ultimate parent, as well as industry sector codes where LEIs have industry sector codes using the ISO 17442 standard. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS nor a solicitation of offers. However, the Government will consider written responses from all responsible sources received by 5:00pm EST, May 2, 2023. Written responses must include sufficient information to establish capability to fulfill the requirement. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the Government. Information received will be considered solely for the purposes for future Market Research requirements. No formal solicitation package is available. The Government anticipates award on or about July 1, 2023. The Government will not be responsible for any costs of preparation in response to this announcement.
