The Commodity Futures Trading Commission (CFTC) intends to award a sole source contract to CCH, Inc. for electronic and print access to resources that provide the full-text of the following: Administrative Law Treatise VitalLaw, Antitrust and Trade Regulation Library VitalLaw, Blockchain & Virtual Currencies Primary Source VitalLaw, Litigation Trial Attorneys Complete Library (AFJ + Evidence) VitalLaw, NASAA Reports VitalLaw, Securities Practice Area Complete, Commodity Futures Law Reporter PRINT, and Federal Securities Law Reporter PRINT. All of the items identified above must go back to the beginning of the CFTC (1975) and be kept current. There are no known alternative sources where the CFTC can obtain the same or comparable information provided by CCH. The period of performance of the contract will be for a one (1) year base period from September 1, 2023 through August 31, 2024 and four (4) potential one (1) year option periods. This procurement action is being performed pursuant to FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The authority for permitting other than full and open competition is 41 U.S.C. 3304(a)(1), as the titles needed by CFTC are available from only one responsible source and no other type of titles will satisfy the needs of the agency. This notice does not constitute a solicitation for offers and, as such, no solicitation is available. However, the Government will consider responses from all responsible sources received by the response date and time identified in this synopsis. Written responses must include sufficient information to establish capability to fulfill the requirement. Any responses received will only be considered for the purpose of determining whether to conduct a competitive procurement in lieu of the sole source contract described in this notice, and such determination shall be made at the sole discretion of CFTC.
