This is a notice of intent to award a sole source contract to Kastle Systems LLC, Falls Church, VA, 22042 to renew the 24x7 operations and maintenance of the building access control systems in the Commodity Futures Trading Commission’s (CFTC) regional locations (i.e., New York, NY; Chicago, IL; and Kansas City, MO) in order to maintain physical security of the respective buildings. This requirement includes the operations of alarms and cameras, including maintaining video footage for a period of no less than 90 days. This procurement is being conducted in accordance with FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, under the authority of 41 U.S.C. 3304(a)(1). The building access control system implemented at each of the CFTC regional locations was competitively awarded to Kastle Systems LLC under 9523ZY20F0015. Kastle Systems LLC does not allow third parties to operate and maintain its proprietary solution, therefore the services cannot be obtained from any other source. This action will result in the award of a firm-fixed price (FFP) contract with a period of performance of 12-months commencing January 1, 2023, and four (4) 12-month options. NAICS 561621, Security Systems Services with a size standard of $25M is applicable to this requirement. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS nor a solicitation of offers. However, the Government will consider written responses from all responsible sources received by 5:00pm ET, December 27, 2022. Written responses must include sufficient information to establish capability to fulfill the requirement. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the Government. Information received will be considered solely for the purposes for future Market Research requirements. No formal solicitation package is available. The Government will not be responsible for any costs of preparation in response to this announcement.
