The Commodity Futures Trading Commission (CFTC) intends to award a sole source contract to Legal Files to acquire licenses of the current commercially released software manufactured by Legal Files, the annual maintenance and potentially service hours for custom development work as needed. The contract will be for a one (1) year base period and four, one-year options to extend the period of performance. The software is a legal-based case management system that enables the agency to manage events, tasks, entities, time, and documents through the life-cycle of a matter. Due to its document management capabilities and the ability to create custom builds per customer needs, other Divisions and Offices such as the Market Participants Division and the Office of Proceedings use it to manage projects, documents, tasks and events. The contract will provide the software licenses as well as the annual maintenance services including: bug fixes, software updates, and telephone support for issue remediation. The CFTC currently has thirteen custom builds within the Legal Files platform, and is seeking to maintain its existing production, test, and development environment. The anticipated contract will be awarded on a sole source basis pursuant to FAR 6.302-1 with the authority of 41 U.S.C. 3304(a)(1). CFTC believes that award to any other source would result in substantial duplication of cost to the Government for development of the system by a new contractor that would not be offset through competition. This notice does not constitute a solicitation for offers and, as such, no solicitation is available. However, the Government will consider responses from all responsible sources received by the response date and time identified in this synopsis. Written responses must include sufficient information to establish capability to fulfill the requirement. Any responses received will only be considered for the purpose of determining whether to conduct a competitive procurement in lieu of the sole source contract described in this notice, and such determination shall be made at the sole discretion of CFTC.

This RFI is intended to inform the CFTC on the current availability of a cloud-based, FedRAMP certified, Software-as-a-Service (SaaS) electronic document management systems (EDMS) that would be suitable for use in the Commission Secretariat. For this purpose, the CFTC seeks information on applications that provide a comprehensive solution for managing the creation, capture, indexing, storage, retrieval, and disposition of the Secretariat’s records and information assets. Beyond these core capabilities, the CFTC is also interested in learning about EDMS applications that provide workflow management capabilities, including but not limited to, the ability to route and distribute documents to recipients who are not themselves end-users of the application. The availability of process automation and Artificial Intelligence (AI) capabilities in the EDMS application – for purposes such as document content analysis, metadata capture, and repetitive task automation – is also of special interest to the CFTC. It is important to understand that, for purposes of this RFI, the CFTC is not seeking information on applications (sometimes referred to as Records Management Systems) with capabilities more narrowly focused on applying, managing, and enforcing disposition schedules for records across the enterprise.
