The Commodity Futures Trading Commission ("CFTC") intends to negotiate and award a sole-source purchase order for 100 online subscriptions for Law360, Securities and White Collar from Portfolio Media, Inc. The Government intends to procure this requirement under FAR 13.106-1(b)(1) and 41 U.S.C 3304(a)(1) – “the property or services needed by the executive agency are available from only one responsible source and no other type of property or services will satisfy the needs of the executive agency.” CFTC intends to award a purchase order with one base year, and four option years, for a total period of performance of five (5) years. In carrying out this mission, CFTC requires up to date information related to lawsuit filings, litigation, settlements, verdicts and court news. The Law360 service aggregates and analyzes news and information in these subject areas in a simplified manner, providing a unique, rapid, consumable, and searchable way to obtain necessary legal information. A subscription to Law360, Securities and White Collar will provide some of the information necessary to carry out the CFTC mission. CFTC knows of no alternative source that can provide the information in an accessible manner such as that offered by Portfolio Media, Inc. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS nor a solicitation of offers. However, the Government will consider written responses from all responsible sources received by 5:00pm ET, June 15, 2022. Written responses must include sufficient information to establish capability to fulfill the requirement. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the Government. Information received will be considered solely for the purposes for future Market Research requirements. No formal solicitation package is available. The Government anticipates award on or about July 1, 2022. The Government will not be responsible for any costs of preparation in response to this announcement.
