[AMENDMENT] The Commodity Futures Trading Commission ("CFTC") intends to negotiate and award a sole-source contract to Kastle Systems (Kastle) for the procurement, installation and implementation of two CCTV readers and ten cameras security equipment into the current overall infrastructure at the CFTC Washington, DC location. The Government intends to procure this requirement under FAR 13.106(b)(1)(i) -- the contracting officer has determined that the proprietary nature of the Kastle Systems in place deems only one source is reasonably available. This requirement is to procure, install and integrate the CCTV/Reader equipment into the agency's presently established proprietary security system with Kastle Systems, who currently manages and stores the data in CFTC space. The current access control setup, badging process and camera access are tied into Kastle's software solution application currently being used. Therefore, due to the brand name compatibility of the equipment to the existing infrastructure, it is in the Government's best interest to sole source this requirement to Kastle per FAR 13.106(b)(1)(ii) . THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS nor a solicitation of offers. However, the Government will consider written responses from all responsible sources received by 4:00pm ET, September 13, 2019. Written responses must include sufficient information to establish capability to fulfill the requirement. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the Government. Information received will be considered solely for the purposes for future Market Research requirements. No formal solicitation package is available. The Government anticipates award on or about September 20, 2019. The Government will not be responsible for any costs of preparation in response to this announcement.
