The Commodity Futures Trading Commission (CFTC) intends to award a sole source contract to RELX, Incorporated, doing business as (dba) LexisNexis to renew the hosting and maintenance of the CFTC’s Legislative History Database. The contract will be for a one (1) year base period and four, one-year options to extend the period of performance. The legislative history database is a web-enabled, web-accessible, fully-searchable information system for the storage and retrieval of all the CFTC’s historic legislative documents. The contract will provide for the maintenance services including: hosting the database, incorporating new legislative documents into the database utilizing links that are contained in LexisNexis’s proprietary database, maintaining and updating cited links and correcting any errors that are identified in the database. The anticipated contract will be awarded on a sole source basis pursuant to FAR 6.302-1 with the authority of 41 U.S.C. 3304(a)(1). There is no known alternative source for the information required by CFTC which is only available through the identified LexisNexis services. This notice does not constitute a solicitation for offers and, as such, no solicitation is available. However, the Government will consider responses from all responsible sources received by the response date and time identified in this synopsis. Written responses must include sufficient information to establish capability to fulfill the requirement. Any responses received will only be considered for the purpose of determining whether to conduct a competitive procurement in lieu of the sole source contract described in this notice, and such determination shall be made at the sole discretion of CFTC.
