The Commodity Futures Trading Commission (CFTC) intends to award a purchase order to Actionable Intelligence Technology (AIT), on a sole source basis, for licenses and user maintenance support for the Comprehensive Financial Investigative System (CFIS). In carrying out the agency’s mission, CFTC requires a tool that provides a comprehensive solution to ingest, analyze and provide visual representation of extremely complex financial information. This data automatically parses the information into a master investigative database. Once the data is populated into a master investigative database, it can be converted into a spreadsheet format that can be used by different personnel to perform financial investigation tasks. The CFIS licenses will provide the necessary information, data and analytics to support CFTC’s mission for market regulation and allow users to make better, more informed decisions. This bridge purchase order mitigates against disruptions to CFTC operations while the agency completes the new procurement and transitions the service. The anticipated order will have a period of performance of a base period of three (3) months and may extend the term of this order up to an additional three (3) months. The identified vendor is the sole provider of these items. In accordance with FAR 13.106-1(b) it is determined that the circumstances of the contract action deem only one source reasonably available and the incumbent vendor is the only responsible source identified as reasonably available that will satisfy the agency requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued. However, the Government will consider responses from all responsible sources received by the date and time identified above. Written responses must include sufficient information to establish capability to fulfill the requirement. Oral communications are not acceptable in response to this notice. Any responses received will only be considered for the purposes of determining whether to conduct a competitive procurement in lieu of the sole source described in this notice, and such determination shall be made at the sole discretion of the CFTC.
