The Commodity Futures Trading Commission ("CFTC") intends to negotiate/award a sole-source contract for the procurement of a direct fiber connection between the CFTC Germantown datacenter (Primary Computing Facility) and the CFTC Gaithersburg data network datacenter (Secondary/Alternate Computing Facility). The Government intends to procure this requirement under FAR 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Through a competitively awarded GSA FSS task order, Recovery Point Systems, Inc currently provides a primary, a secondary, and a tertiary offsite Information Technology (IT) facility to host CFTC critical IT systems. The primary and secondary facilities are located in Germantown, MD and Gaithersburg, MD, respectively. CFTC now has a need to increase the bandwidth capacity between the primary facility and the secondary facility to ensure high availability connectivity between the two locations. Only Recovery Point Systems, Inc can provide this direct fiber connection between the described locations as it is the owner of the origination point and destination point for the direct fiber line. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS nor a solicitation of offers. However, the Government will consider written responses from all responsible sources received by 5:00pm EST, March 18, 2020. Written responses must include sufficient information to establish capability to fulfill the requirement. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the Government. Information received will be considered solely for the purposes for future Market Research requirements. No formal solicitation package is available. The Government anticipates award on or about March 19, 2020. The Government will not be responsible for any costs of preparation in response to this announcement.
