The Commodity Futures Trading Commission (CFTC) intends to renew the Firm Risk Software, Commercial-Off-The-Shelf (COTS) software concurrent licenses with Global Risk Corporation on a sole source basis that support fifteen concurrent users with the associated annual maintenance and support. The Firm Risk software is a software-only based analytic tool that retrieves market data from an external source to identify and manage the financial risk on Derivatives Clearing Organization (DCO) held accounts with assets in commodity futures, swaps, and options. The CFTC initially awarded a contract to Global Risk in May 2014 for the concurrent licenses; annual maintenance and support; implementation; documentation; and training as result of a competitive procurement. This effort is the continuation of the existing analytical tool and support efforts. The anticipated contract will have a base period of performance of one (1) year, and four (4) one-year options. This notice does not constitute a solicitation for offers and, as such, no solicitation is available. However, the Government will consider responses from all responsible sources received by the date and time identified in this FedBizOpps announcement. Written responses must include sufficient information to establish capability to fulfill the requirement. Any responses received will only be considered for the purpose of determining whether to conduct a competitive procurement in lieu of the sole source described in this notice, and such determination shall be made at the sole discretion of CFTC.
