THIS IS A PRE SOLICIATION NOTICE FOR THE SUPREME COURT BUILDING AND GROUNDS (SCBG), Electrical Resiliency (UPS Redundant), SCBG. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. The Architect of the Capitol (AOC), Acquisition & Material Management Division (AMMD), inconsistent with Federal Acquisition Regulation (FAR) 15.201(c)(5) is notifying interested parties that AOC will be seeking information on technically capable, and otherwise responsible, quality contractors to Provide uninterrupted power supply (UPS) systems to the Supreme Court’s IT server and telecommunication distribution. The objective of AOC is to award to the most responsive and responsible bidder. This contract will be awarded as a Firm-Fixed-Price Contract. General Description of Scope of Services: Provide uninterrupted power supply (UPS) systems to the Supreme Court’s IT server and telecommunication distribution rooms to ensure independent/redundant electrical sources for uninterrupted 24/7 IT and telecom capabilities. Specifically: -Provide two (2) 120KW UPS systems along with their associated control panels, breakers, auxiliary control equipment to distribute independent/redundant power sources to electronic equipment in server rooms G21/15. -Provide one (1) 120KW UPS system to be used in conjunction with existing 130KVA UPS system to establish independent/redundant power sources to E-Telecom panels #1 and #2 in distribution room B44/45 -Provide a new larger fan-coil to room B18 with sufficient capacity to cool additional equipment. -Provide all labor and material including (but limited to) electrical conduits, cabling, panel boxes, junction boxes to place the equipment and make necessary inter-connections between new equipment and existing medium voltage distribution system to enable full operations -Provide commissioning service to enable a full functioning system Refer to Issue to the Bid Construction package for drawings and specifications for this scope of work. The NAICS Code for this project is 238210 - Electrical Contractors and Other Wiring Installation Contractors. The estimated cost range of the project is $1,900,000.00 to $2,500,000.00 Selection Procedures: The anticipated contract will be procured utilizing source selection procedures as described in FAR Part 15.101-2 (a) The lowest price technically acceptable source selection process is appropriate when best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price.
