The Architect of the Capitol (AOC), Supplies, Services, and Material Management Division (SSMMD) is issuing Request for Proposals (RFP) # AOCSSB23R0032 for an agency-wide Indefinite Delivery Indefinite Quantity (IDIQ) contract. It is anticipated that this RFP will result in a single award, Indefinite Delivery Indefinite Quantity contract with Firm Fixed Price Task Orders to a responsible Offeror actively registered in the System for Award Management (SAM) and whose proposal provides the overall best value to the AOC in accordance with the requirements set forth by this solicitation and the Statement of Work (SOW). This solicitation will use the procedures in AOC Contracting Manual § 9.1 Negotiated Acquisitions. The AOC Contracting Manual can be found here: https://www.aoc.gov/sites/default/files/2023-01/AOC-Order-34-1_Contracting-Manual-2022.pdf The North American Industry Classification System (NAICS) codes for this requirement is 325998 – All Other Miscellaneous Chemical Product and Preparation Manufacturing. The Product Service Code is 6850 – Miscellaneous Chemical Specialties. The IDIQ period of performance will be 1 base year and 4 one-year options, for a total of five years from the date of award if all options are exercised. FAR 52.217-8 shall be included at the IDIQ level. The List of Attachments is in Section J of Standard Form 33 (SF33). Amendment 01: 04/19/2023: The purpose of this amendment is to: 1) Incorporate FAR clause 52.208-9 Contractor Use of Mandatory Sources of Supply or Services into the solicitation by reference. 2) Add C.3(h) to the Statement of Work, see Attachment A01.J.1 for the updated Statement of Work. 3) Add the sentence “The offeror shall be an authorized AbilityOne distributor at the time of proposal submission.” to Attachment J.2 section L.1. See Attachment A01.J.2 for the updated Instructions to Offerors and Basis for Award. 4) Add a column to Attachment J.3 IDIQ Pricelist titled “National Stock Numbers - Required to be AbilityOne Source of Supply IAW FAR 52.208-9”, if a row in this column has an AbilityOne National Stock Number (NSN) in it, the offeror is required to sell the agency that product, or a similar AbilityOne product that will meet the agency’s needs, offerors are encouraged to contact AbilityOne for guidance if need be. See Attachment A01.J.3 for the updated pricelist that offerors are to submit with their proposal. 5) Extend the proposal due date to May 03, 2023 at noon ET. See Attachment A01.J.2 for the updated Instructions to Offerors and Basis for Award. 6) Update the Instructions to Offerors and Basis for Award (see Attachment A01.J.2) to reference the updated IDIQ pricelist attachment and several references to its cells on certain tabs. (See attachments with A01 preix for all attachments pertaining to Amendment 01, and the SF30 titled AOCSSB23R0032 Amnd 01 SF30, older versions of Attachments J.1, J.2, and J.3 are removed from the attachments list.)
