The Architect of the Capitol (AOC), Supplies, Services, and Material Management Division (SSMMD) is issuing Request for Quotations (RFQ) # AOCSSB21Q0025 for an agency-wide Blanket Purchase Agreement (BPA) for uniforms. It is anticipated that this RFQ will result in a single award, Blanket Purchase Agreement with Firm Fixed Price orders (and one Labor Hour order) to a responsible Quoter actively registered in the System for Award Management (SAM) and whose quote provides the overall best value to the AOC in accordance with the requirements set forth by this solicitation and the Statement of Work (SOW). This is a combined synopsis/solicitation for commercial items as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. The North American Industry Classification System (NAICS) codes for this requirement is 315990 – Apparel Accessories and Other Apparel Manufacturing. The Product Service Code is 84 – Clothing, Individual Equipment, Insignia, and Jewelry. The BPA period of performance will be 1 base year and 4 one-year options, for a total of five years from the date of award if all options are exercised. This procurement is set-aside to small businesses for NAICS code 315990. The List of Attachments is in Section J of Standard Form 18 (SF18). Amendment 1 (3/9/2021): The purpose of this amendment is to add clause AOC52.219-6 Notice of Total Small Business Set-Aside (May 2019) to this RFQ. Please see "AOCSSB21Q0025 Amnd1 SF30" in the Attachments. Amendment 2 (3/16/2021): The purpose of this amendment is to provide answers to vendor questions (see Attachment A2.J.1) and to extend the quotation due date to April 5, 2021 at 12:00 noon EST. Amendment 3 (3/17/2021): The purpose of this amendment is to provide answers to a few more vendor questions, see Attachment A3.J.1. (3/17/2021 3:47PM) AOC is adding Attachment A3.J.2 to Amendment 3, no separate SF30 is being issued, this is part of Amendment 3 and it is a sample of the Manufacturer and Style Number as asked in the second question in Attachment A3.J.1, the Manufacturer and Style Number for each item on the pricing sheet will not be provided as part of this RFQ. Amendment 4 (3/29/2021): Amendment 4 is being issued without an SF30 to attach the image of the Supreme Court Jurisdiction Patch, it is attached as "Supplement to Attachment 5 - Supreme Court Patch.pdf". All other terms and conditions remain unchanged.
