The Architect of the Capitol (AOC), Acquisition and Material Management Division (AMMD) is issuing Request for Proposal (RFP) # AOCSSB20R0070 for Vision 2100 and Governance Structure, Facilitation and Development Services. It is anticipated that this RFP will result in a Firm-Fixed Price contract to a responsible Offeror actively registered in the System for Award Management (SAM) and whose offer provides the overall best value to the AOC in accordance with the requirements set forth by this solicitation and the Statement of Work (SOW). The North American Industry Classification System (NAICS) codes for this requirement is 541611, Administrative Management and General Management Consulting Services. The Product Service Code is R410, Support- Professional: Program Evaluation/Review/Development. The contract period of performance is 28 weeks from date of award including all options. This is a combined synopsis/solicitation for commercial services as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. This solicitation is issued as a Request for Proposals for unrestricted full and open competition. Please see attachments for details. Amedment 1: Amendment 1 is hereby issued to: 1) Provide answers to vendors' questions. See Attachment titled "A1 RFP AOCSSB20R0070 Questions and Answers". 2) Amend Instructions to Offerors and Basis for Award. See Attachment titled "A1 Attachment 2 - Instructions to Offerors and Basis for Award". All other terms and conditions remain unchanged. The SF30 for Amendment 1 is attached. Amendment 2: Amendment 2 amends the RFP as follows: 1) Due date of proposals extended to September 28, 2020 by Noon EST. 2) Section L and M amended to include that after evaluation of initial proposals, up to five of the top rated offerors will be invited to present oral presentations over Skype. Details of the oral presentations will be provided after evaluation of the initial proposals only to the up to five most highly rated offerors. Oral presentations will be evaluated as its own evaluation factor and do not constitute discussions, however discussions may be opened during or after oral presentation as determined by the government. All other terms and conditions remain unchanged. The SF30 for Amedment 2 is attached and no other attachements besides the SF30 are being attached with Amendment 2.
