Notice of Intent to Extend the Security Sector Governance Task Order Without Full and Open Competition The United States Agency for International Development (USAID) intends to extend the Security Sector Governance (SSG) Task Order No. AID-OAA-TO-14-00041 held by Chemonics International, Inc., issued under the International Rule of Law Technical Assistance Services Indefinite Quantity Contract (ROL IQC) No. AID-OAA-I-13-00032, by 16 months without full and open competition. The proposed extension will not result in an increase to the task order ceiling price of $2,599,702.00. The statutory authority permitting this extension without providing full and open competition is AIDAR 706.302-70(a)(2), Citation: 40 U.S.C. 113, Impairment of Foreign Aid Programs, which states that full and open competition need not be obtained when it would impair or otherwise have an adverse effect on programs conducted for the purposes of foreign aid, relief, and rehabilitation. The current task order period of performance is five years from September 30, 2014 to September 30, 2019. An extension of the task order to February 1, 2021 is necessary to complete activities that will support Security Governance Initiative (SGI) countries on their Journey to Self Reliance. Under SGI, the United States Government (USG) works with key partner states in North and Sub-Saharan Africa to improve security sector governance to address transnational threats such as illicit trade and trafficking, violent extremism, and regional conflicts. SGI is an interagency USG initiative including USAID, the U.S. Departments of State, Defense, Justice, and Homeland Security. The task order assists USAID to effectively assess, design, implement, monitor, and evaluate security sector governance projects. Programmatic activity was initially delayed under the task order because the SGI required the SSG projects to wait until each country's joint common action plans (JCAPs) were signed between the U.S. and host governments. This process took longer than expected, two to three years for each country. Thereafter, implementation was slowed during a reevaluation of the SGI support strategy by new leadership at USAID and Department of State, as well as an unexpected military leave by the lead Security Sector Reform (SSR) expert within USAID's Center of Excellence on Democracy, Human Rights and Governance (DRG). During the extension period, the task order will continue to support SSG activities in target African countries, namely Ghana, Kenya, Mali, Niger, and Nigeria, to improve their security sector institutional capacity to protect civilians and confront challenges and threats. All responsible sources may submit a written expression of interest which shall be considered by USAID. The Government will consider responses received by the established due date and time set forth in this notice.
