The United States Government, represented by the U.S. Agency for International Development, Bureau for Democracy, Conflict and Humanitarian Assistance; Center of Excellence on Democracy, Human Rights and Governance; Human Rights Division (USAID/Washington, DCHA/DRG/HR), is seeking offers from qualified individuals to provide personal services under a contract as described in this solicitation. This position is for one (1) Washington, D.C. based USPSC LGBTI Program Analyst at the GS-11 equivalent level. The period of performance is a One (1) year base period estimated to start July 1, 2020 through June 30, 2021, with up to four One-Year Option Periods, based on Agency needs. The LGBTI Program Analyst USPSC should expect to spend up to 40% of her/his time on Temporary Duty Assignments (TDYs). The LGBTI Program Analyst will provide support to USAID Washington-based and field Missions to advance USAID's approach to addressing anti-LGBTI violence, discrimination, stigma, and criminalization in developing countries; contribute to activities responding to such opportunities; and work with stakeholders and DRG/HR to implement, monitor, and evaluate these activities. The LGBTI Program Analyst shall be knowledgeable about global LGBTI issues, and will carry out a diverse set of work assignments related USAID's approach to protect LGBTI people in developing countries from violence, discrimination, stigma, and criminalization. The PSC will assist with contributions to research, programming, training, and policy. Offers must be submitted in accordance with Attachment 1, Sections I through V of the attached solicitation SOL-7200AA20R00010 and any corresponding amendments. This solicitation in no way obligates USAID to award a PSC contract, nor does it commit USAID to pay any cost incurred in the preparation and submission of the offer. Any questions related to this solicitation must be directed in writing to the Point of Contact specified in Section I of Attachment 1 of this solicitation.
