USAID’s Bureau for Humanitarian Assistance (USAID/BHA) North Africa and Arabian Peninsula (NAA) Division has developed a Request for Information (RFI) to offer an opportunity for interested parties to provide information, opinions, and recommendations on approaches for implementation of a contemplated activity: Yemen Monitoring, Evaluation, and Learning Project II (YMELP II). While USAID/BHA currently supports programming in Yemen, U.S. Government (USG) travel restrictions do not allow USAID/BHA staff to enter Yemen. The result of these restrictions has impeded USAID/BHA oversight and partner monitoring, resulting in the need for third-party monitoring. YMELP II will provide third-party monitoring in Yemen to monitor, verify, and analyze trends in humanitarian programming in Yemen funded by USAID/BHA, as well as promote program learning and accountability, which will be useful for real-time programmatic adjustments and future program design.
