Obtain information on the level of capacity of potential contractors relative to the objectives and tasks described in the draft statement of work (SOW). ? Solicit and obtain input, knowledge, and current best practices from potential contractors in establishing third-party monitoring in Syria and providing the services outlined in the SOW. ? Determine the most suitable acquisition strategy for an upcoming third-party monitoring project in Syria. USAID requests that any interested organization review the tasks and objectives in the draft SOW and provide responses to the questions contained herein. USAID is particularly interested in determining capacity inside Syria – including registration, access, partnerships, and local entities, and using local capacity.
