This is a Sources Sought Notice issued by the U.S. Agency for International Development (USAID) Mission to Pakistan. The purpose of this notice is to gauge interest from Pakistani local businesses to provide services for the activity titled “Performance Monitoring and Evaluation Services (PMES).” The North American Industry Classification System (NAICS) code for this action is 541611 - Administrative Management and General Management Consulting Services. Please note this is not a Request for Proposals (RFP) or Request for Applications (RFA), and is not to be construed as a commitment by the U.S. Government to issue any solicitation or Notice of Funding Opportunity, or ultimately award a contract or assistance agreement on the basis of this notice, or to pay for any information voluntarily submitted as a result of this request. USAID/Pakistan anticipates awarding a five-year Blanket Purchase Agreement (BPA) for the implementation of the PMES activity. The selected BPA holder/s must be registered to operate in Pakistan and must possess or demonstrate an ability to acquire a No-objection Certificate (NOC) to undertake monitoring and evaluation (M&E) activities across Pakistan, including in Khyber Pakhtunkhwa (KP) province, including the Merged Areas (MAs), South Punjab and Northern Sindh. The selected contractor/s will also be subject to partner vetting requirements. Per the vetting AIDAR clauses, key individuals of all offerors and those of any proposed subcontractor that are notified of inclusion in the competitive range will be required to comply with the vetting requirement. Under the PMES activity, the Contractor will provide high-quality, reliable, timely and objective performance monitoring services to help ensure sufficient oversight of USAID/Pakistan activities. The primary focus of the Activity will be independent monitoring; however, pending available funding, and based on the capacity of the award holder(s), the mechanism may also be used for select evaluations or assessments related to learning priorities of the Mission. This Activity is expected to provide performance monitoring and evaluation support services to all USAID/Pakistan sector teams, including but not limited to, Health, Population and Nutrition, Education, Economic Growth and Agriculture, Energy, Stabilization and Governance, and Community Resilience (please see Attachment-B for draft SOW). Interested firms must demonstrate the experience and ability to perform the tasks described in this notice (not to exceed 5 pages), in accordance with the instructions provided in Attachment-A.
