This Justification and Approval for other than Full and Open Competition (J&A) is to support a noncompetitive modification to CPS Bureau Institutional Support Services Contract (ISSC) Contract #47QRAD20D1100, Task Order 7200AA20N00002 to increase its Total Estimated Cost. The proposed modification will enable the implementing partner to hire institutional contractors to support implementation of the Global Fragility Act (GFA) and allow for other critical needs in the Bureau for Conflict Prevention and Stabilization (CPS), including staff to support climate initiatives, monitoring, learning and evaluation, localization, and significant procurements in countries of importance to U.S foreign policy aims. Not increasing this ceiling would impair U.S. foreign assistance objectives, and would therefore be inconsistent with the fulfillment of CPS's mandate.
