The USPSC Attorney will supports the mission of USAIO by providing timely legal advice to OTI and representing the Agency in all legal matters. In close coordination with, and support of, the Assistant General Counsel (AGC) for the OCHA and the Bureau for Resilience and Food Security (RFS). The Attorney will serve as a senior counsel with a broad range of responsibility for OTI and other OCHA affairs on a limited basis. The incumbent will provide legal guidance and advice on issues arising in connection with the operations and administration of the programs carried out by OTI; projects and activities conducted under the authority of the OCHA Assistant Administrator and OTI Director; Congressional, Inspector General, U.S. Government Accountability Office, and public inquiries with respect to OCHA/OTI matters and activities of all areas of responsibility; working relationships with other U.S. Government agencies and international institutions; and legal interpretations of the Foreign Assistance Act of 1961, as amended, predecessor legislation, foreign operations appropriations legislation, and all other Acts pertinent to foreign assistance programs. The incumbent will provide legal support to the CPS Bureau and its Assistant to the Administer once it is operational. DUTIES AND RESPONSIBILITIES Under the direct supervision of the AGC/DCHA-BFS, the Attorney will perform the following duties Serve as Senior counsel to OTI1 using extensive knowledge of U.S. statues, Executive Orders, the Foreign Assistance Act of 1961, and other legislation or regulations pertinent to foreign assistance programming; (1 References to OTI in the Duties and Responsibilities section will be understood to be CPS after CPS is operational.) Provide legal advice and guidance on Congressional, U.S. Government Accountability Office, Inspector General, and public inquiries with respect to OTI matters and activities Provide and maintain expert counsel to OTI Senior Leadership on statutory, regulatory, and programmatic matters such as international law affecting contracts, grants, agreements, and other transactions to ensure timely and efficient program implementation; Analyze the interpretation and application of laws, regulations, and court rulings that impact the work of USAIO. Identify and address potential legal concerns with OTI operations, precedents, and current practices; Interpret broad policy statements and legislation to develop office policy guidance regarding OTI programs, objectives and procedures; Serves as an expert on all legal and factual matters concerning laws relating and policy relating to foreign assistance, conflict stabilization, transition initiatives, democracy, human rights, governance, conflict management and mitigation, civil/military coordination, and complex crises. Provides authoritative advice and assistance on all policy and legal issues confronting USAIO. These issues may include confidential and sensitive matters that cut across organizational lines and affect the administration and resource of USAIO. Respond to Congressional and policy inquiries, letters, legal memoranda, and testimony. Analyze complex proposals originating from other departments, centers, or agencies, and respond to substantive procedural questions concerning violations of law or other areas of legal expertise. Deliver briefings and presentations at seminars and outreach programs on behalf of OTI; Liaise with policy-making officials including executive-level appointees; members of Congress and congressional committees; high-level policy analysts, program staff, state and local officials; and national and international public interest and trade organizations, to justify, defend, negotiate, or settle matters related to the legal parameters of OTI programs; Communicate regularly with U.S. Government officials, agencies, and key international stakeholders to provide assistance in interpreting or applying the legal authorities of USAIO, representing OTI in connection with legal matters affecting it. Draft legislation and regulations, letters, memoranda, and legal opinions connected with OTI program implementation, in accordance with USAIO's statutory, regulatory, and policy frameworks; The total estimated value of this one-year non-competitive contract is $193,730.
