This Justification for Other than Full and Open Competition is done under the "Expedited Procurement Procedures for Prevention, Care, and Treatment of HIV" (HIV EPP) under the President's Emergency Plan for AIDS Relief (PEPFAR) approved on December 31, 2019. The objective of this contract is to prepare local entities to have the capabilities and resources to serve as prime partners for USAID/PEPFAR programming, in compliance with USAID and PEPFAR procedures, for PEPFAR program implementation in FY22 and FY23.
