This is a Justification and Approval (J&A) for Other than Full and Open Competition for the new multiple awards of Short-term USPSC Legal Advisor with USAID Regional Development Mission for Asia (RDMA). The contracts are for multiple periods from November 11, 2022-December 23, 2022, February 1, 2023-March 31, 2023, and June 1-30, 2023 (this contract). The total estimated cost for this contract is $17,343. According to AIDAR 706.302-70(a), full and open competition need not beobtained when it would impair or otherwise have an adverse eff ect on programsconducted for the purposes of foreign aid, relief, and rehabilitation. Specifically,the authority contained in AIDAR 706.302-70(b)(1) is used for an award undersection 636(a)(3) of the Foreign Assistance Act of 1961, as amended, involving apersonal services contractor serving abroad. This J&A is made publicly available aft er contract award in accordance with FAR6.305.
