This is a Justification and Approval (J&A) for Other than Full and Open Competition for the new multiple awards of Short-term USPSC Legal Advisor with USAID Regional Development Mission for Asia (RDMA). The contracts are for multiple periods from October 10, 2022-November 10, 2022 (this contract), January 1-31, 2023, May 1-31, 2023 and July 1-31, 2023. The total estimated cost for this contract is $29,362. According to AIDAR 706.302-70(a), full and open competition need not be obtained when it would impair or otherwise have an adverse effect on programs conducted for the purposes of foreign aid, relief, and rehabilitation. Specifically, the authority contained in AIDAR 706.302-70(b)(1) is used for an award under section 636(a)(3) of the Foreign Assistance Act of 1961, as amended, involving a personal services contractor serving abroad. This J&A is made publicly available after contract award in accordance with FAR 6.305.
