This is a Justification and Approval (J&A) for Other than Full and Open Competition for a contract renewal of an Offshore Hire USPSC Senior Regional Emerging Infectious Diseases (EID) Advisor with USAID Regional Development Mission for Asia (RDMA). The contract renewal is for three years on a full-term basis, from January 30, 2021 through January 30, 2024 with possibility of extension for another two years based on Agency need, availability of funds, and satisfactory performance. The total estimated value of this three-year contract with one two-year option is $959,393. According to AIDAR 706.302-70(a), full and open competition need not be obtained when it would impair or otherwise have an adverse effect on programs conducted for the purposes of foreign aid, relief, and rehabilitation. Specifically, the authority contained in AIDAR 706.302-70(b)(1) is used for an award under section 636(a)(3) of the Foreign Assistance Act of 1961, as amended, involving a personal services contractor serving abroad. This J&A is made publicly available after contract award in accordance with FAR 6.305.
