This is a Justification and Approval (J&A) for Other than Full and Open Competition for a contract extension of an offshore Short-Term USPSC Supervisory Executive Officer with USAID Regional Development Mission for Asia (RDMA). The contract is extended for one month and 13 days from August 27, 2020 throgh Ocotber 9, 2020, resulting in an increase cost to the contract of $6,086.00. According to AIDAR 706.302-70(a), full and open competition need not be obtained when it would impair or otherwise have an adverse effect on programs conducted for the purposes of foreign aid, relief, and rehabilitation. Specifically, the authority contained in AIDAR 706.302-70(b)(1) is used for an award under section 636(a)(3) of the Foreign Assistance Act of 1961, as amended, involving a personal services contractor serving abroad. This J&A is made publicly available after contract award in accordance with FAR 6.305.
