In accordance with FAR Part FAR 8.405-6(a)(1)(i)(C), this is a Limited Source Justification to 1) approve an increase of the current Total Estimated Cost (TEC) of the Measuring Impact II (MI2) contract (GS-00F-193DA Order No. 7200AA18M00013) with Environmental Incentives, LLC (EI) in the amount of $600,000.00, which would increase the total TEC of the contract from $24,042,588.20 to $24,642,588.20; and (2) extend the period of performance by four months from August 26, 2023 to December 31, 2023. The MI2 contract is the primary mechanism through which USAID DDI’s Biodiversity Division provides technical assistance to Missions, in line with DDI’s core function to provide technical support to the field. The contract supports 32 Missions to improve biodiversity and integrated programming by providing technical assistance in adaptive management and the use and generation of evidence and learning. With the approval of these two actions, EI will continue activities that are part of the workplan, including providing technical assistance to USAID Missions receiving biodiversity funding in support of DDI’s mandate to provide world-class technical assistance to Missions, and to support the USAID Climate Strategy’s goals related to climate finance from biodiversity programming. The MI2 contract was issued via the GSA’s Multiple Award Schedule and awarded as a Time and Materials (labor hour with ceiling prices) Task Order to Environmental Incentives, LLC as a small business set-aside. The period of performance is August 27, 2018 to August 26, 2023. The contract was awarded with a two-year base period and three, one-year option periods. All option years have been exercised.
