USAID intends to issue a solicitation for a U.S. Personal Services Contract (USPSC) for one (1) Emerging Technologies and Innovation Specialist, at the GS-13 equivalent level [Washington, DC, Telework eligible (3-8 days per pay period) with up to 20% overseas travel when needed] for USAID’s Bureau for Development, Democracy and Innovation (DDI), Center for Democracy, Human Rights, and Governance (DRG). The Emerging Technologies and Innovation Specialist will provide support to the Washington-based Democratic Resilience and Innovation (DRI) team within the Democracy, Human Rights and Governance (DRG) Center. The position supports the Agency in addressing domestic and international drivers of authoritarianism, identifying incentives for governments and societies to align with democratic values and recalibrating existing interventions to build resilience to democratic backsliding. This position lies at the intersection of technology and regulations that govern these technologies, private sector engagement and partnerships, and use of these technologies to deepen civic engagement and strengthen democratic societies and institutions. The duration of the contract period is anticipated to include a two (2) year base period with three (3) one-year option periods for a total maximum possible period of performance of five (5) years.
