This is a JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION (J&A) - AFYA UGAVI CONTRACT This is a ten-month time and cost supplemental extension for Afya Ugavi Activity; Contract No. AID-615-TO-16-00011 under IDIQ single holder #AID-OAA-I-15-00004 implemented by Chemonics to continue critical supply chain system strengthening activities to avoid a gap in service delivery due potential supply chain disruptions, and to allow supply chain technical assistance to continue until the new USAID/Kenya and East Africa supply chain technical assistance mechanism is awarded. Subjecting it to full and open competition will result in unacceptable delays in fulfilling the agency’s foreign policy requirements and meeting Congressional commitments. If the current award end date is not extended this will be a missed opportunity for building robust national and county supply chain systems, with visibility from end to end.
