This is a justification for exception to fair opportunity for a 12-month, time and cost extension for a Task Order under the International Rule of Law (ROL) Technical Assistance Services Indefinite Delivery Indefinite Quantity Contract (IDIQ) managed by the Center of Excellence on Democracy, Human Rights, and Governance in the Bureau for Democracy, Conflict, and Humanitarian Assistance. The extension and a Total Estimated Cost (TEC) increase will ensure continuation of discrete activities in the current contract that focus on the implementation of new penal and penal procedural codes that were recently promulgated in Haiti.
