The United States Government represented by the U.S. Agency for International Development (USAID)/Bosnia and Herzegovina (BiH) anticipates issuance of a Request for Proposals (RFP) for the implementation of a five-year USAID/BiH Energy Policy Activity. The purpose of this notice is to solicit comments from interested parties on a draft statement of work (attached). Please ensure comments are concise and specific and make specific reference to page and section numbers. USAID does not seek questions at this time, only comments. USAID is not obliged to provide any response to the comments submitted. Please submit your comments to sarajevooaa@usaid.gov by 03:00 p.m. local Sarajevo time, February 11, 2019. The goal of USAID's Energy Policy Activity is to help BiH harmonize its energy market frameworks with that of the EU Energy Community Treaty. USAID intends to issue an RFP around February 15, 2019. Please do not consider this announcement as an RFP and do not submit your proposal until the formal RFP is released. There is no incumbent as this is a new requirement. This is not an RFP and is not to be construed as a commitment by the U.S. Government to publish an RFP, or ultimately issue a contract on the basis of this posting, or to pay for any information voluntarily submitted as a result of this request.
