This is a Justification and Approval (J&A) for an Exception to Fair Opportunity under the authority of FAR 16.505(b)(2)(i)(C). USAID is modifying Task Order with Chemonics International Inc. in order to increase the award ceiling; modify the Statement of Work in response to critical developments and needs regarding judicial reform in Ukraine; and extend the period of performance. The overarching New Justice program goal is to support Independent, accountable, transparent and effective justice system that upholds the rule of law and is empowered to fight corruption is to support the judiciary, government, parliament, bar, law schools, civil society, media, and citizens to create the conditions for an independent, accountable, transparent, and effective justice system that upholds the rule of law and to fight corruption in Ukraine.
