This is a Justification and Approval (J&A) for Other than Full and Open Competition under “Expedited Procedures Package (EPP) for Programs Managed by the U.S. Agency for International Development (USAID) for the Prevention, Care, and Treatment of HIV/AIDS under the President’s Emergency Plan for AIDS Relief (PEPFAR)” approved on December 31, 2019. USAID is modifying Contract No. AID-121-C-17-00004, Safe, Affordable, and Effective Medicines for Ukrainians Activity (SAFEMed) with Management Sciences for Health (MSH) to increase the award ceiling. The purpose of SAFEMed Activity is to strengthen the pharmaceutical system in Ukraine to ensure transparency and cost-efficiency for desired health outcomes. The additional funding will allow USAID to continue supporting key activities in the Ministry of Health’s (MOH’s) reforms to further align with the PEPFAR goals for uninterrupted supply of drugs and commodities.
