This is a J&A for Other than Full and Open Competition under the Expedited Procedures Package (EPP) for Responding to Outbreaks of Contagious Infectious Diseases (the “Expedited Procedures Package”) approved on March 24, 2020. USAID/Moldova is modifying Contract # AID-117-C-17-00001 with Chemonics International to provide time and cost extension. The additional time and funding will allow USAID to adapt existing interventions—and take on new interventions—to mitigate the economic impact of the COVID-19 pandemic on the high value agricultural value chains in the rural regions of Moldova, where the resources of communities and businesses are already strained due to high outmigration and lack of labor force, increasing poverty levels and decreasing incomes. Based on the sectoral assessments conducted by USAID, UNDP, and the World Bank, there is substantive evidence that the COVID-19 pandemic has adversely affected the USAID-assisted agricultural value chains. Rapid response digital communication and marketing campaigns, as well as implementation of e-commerce solutions will be critical to mitigating the impacts of COVID on this sector. Moreover, additional funding and time will allow the activity to continue working directly with SMEs, vocational schools, sector associations, and entrepreneurs to strengthen their economic resilience in the face of the pandemic.
