RFI Number. 72067424RFI00001 RFP Number: 72067424R00008 Amendment 02 Title: Empower Nigeria RFP Issuance Date: May 8, 2024 Questions Due Date and Time: May 17, 2024, 6:00pm EST Closing Date and Time for Receipt of Proposals: June 21, 2024, 6:00pm EST To All Prospective Offerors: This RFP amendment 02 includes questions received and USAID answers on Solicitation number 720-674-24-R-00008 and updates Attachment J.2.2 with the correct document, Past Performance Information. Attachments include: PDF with Questions and Answers, RFP Amendment 02 with highlighted changes and a new Past Performance Information sheet. ------------------------------------------------------------------------------------------------------------------------------------------------------------------------- This RFP amendment 01 updates the closing date for the Receipt of Proposals to: June 21, 2024, 6:00pm EST. Except as specified herein, all terms and requirements of RFP 720-674-24-R-00008 remain unchanged. ------------------------------------------------------------------------------------------------------------------------------------------------------------------------- The United States Government, represented by the U.S. Agency for International Development (USAID) anticipates awarding one Cost-Plus-Fixed-Fee (CPFF) completion contract with an estimated period of performance of five (5) years for the implementation of the Empower Nigeria activity. Subject to availability of funds, the estimated cost range for this contract is $75,000,000.00 - $85,000,000.00. The procurement will be conducted through full and open competition, under which any type of organization (large or small commercial [for profit] firms, educational institutions, and nonprofit organizations) is eligible to compete. The procedures set forth in Federal Acquisition Regulation (FAR) Part 15 apply. The competition will utilize a Highest Technical Rated with Fair and Reasonable Price and Realistic Cost (HTR) process, not a tradeoff process. In this process, USAID is concerned with getting the best technical solution that has a fair and reasonable price and realistic cost. There will not be a tradeoff to justify paying a premium for a higher technical rated proposal. See the RFP No.72067424R00008 as attached for further details.
