The regional Digital Health Advisor is responsible for, and provides support to, a variety of institutional components in the areas of Digital Health and Strategic Information to PEPFAR country programs in the region. S/he is considered as the foremost expert in digital health and Health Information Systems to support the region and is frequently the initial point of call for USAID country teams in the region when a new digital health initiative is introduced, when there is staff turnover, or when there is limited expertise that can be drawn on within the countries themselves. Specific technical expertise requested from the incumbent varies but will focus on the planning and implementation of digital health strategies and solutions for USAID, PEPFAR interagency, and host government use. The most common anticipated requests received by RHO for this position will be to provide leadership and implementation support around the USAID Vision for Action in Digital Health priorities to guide USAID and external stakeholders in country; capacity building and assistance to USAID regional mission staff and host government counterparts currently engaged in digital health activities; support a portfolio of PEPFAR-funded USAID field missions, provide implementation support for digital health projects in alignment with routine PEPFAR planning and reporting cycles; and advance regional procurement technical support (drafting RFAs, TEC panel representation, rough orders of magnitude (ROM) budget/cost estimates, etc.) for any new project with a significant digital health component. As a result of occasional staff shortages, especially in the non-presence countries of Lesotho and Eswatini, the incumbent may be requested from time to time to serve as Contract Officer/Agreement Officer Representative (COR/AOR) or Activity Manager for specific digital health projects or activities as required. Specifically related to the incumbent’s duties in the Regional Health Office, s/he will be expected to advise the Southern Africa Development Community (SADC) on regional digital health matters as requested, as well as participate in regional Technical Working Groups that are arranged by SADC.
