NOTICE OF INTENT - Presolicitation notice for a non competitive action The United States Agency for International Development (USAID)/Liberia intends to make a sole source award to Synergy International, Vienna, Virginia for the purpose of providing Performance Indicators Data System (PIDS) management services to the Mission. The anticipated performance period is a six-month base contract with a six-month option period. The award of this contract is expected in January 2021. The statutory authority permitting this award without providing full and open competition is AIDAR 706.302-70(a)2, Impairment of Foreign Aid Programs, which states that “full and open competition need not be obtained when it would impair or otherwise have an adverse effect on programs conducted for the purpose of foreign aid, relief and rehabilitation”. AIDAR 706.302-70(b)(5) further states that this authority may be used “for the continued provision of highly specialized services when award to another source would result in substantial additional costs to the Government or would result in unacceptable delays.” A critical foundation of the USAID/Liberia Mission’s MEL efforts, PIDS supports the collection and tracking of dozens of indicators and site visit report aggregation to ensure historic data collection and effective program oversight, donor coordination, on-demand analysis and Geospatial Information Systems (GIS) mapping, COVID-19 tracking and mitigation planning, and program outreach communication. Synergy International has been providing these services as a subcontractor under an existing contract. USAID is in the process of launching a new data collection system; however, given rollout delays, a bridge is needed to ensure uninterrupted services to the Liberia Mission. No solicitation package will be issued. This notice of intent is not a request for competitive proposals.
