The purpose of this solicitation amendment 0001 is to provide responses to questions submitted in reference to the subject solicitation, as well as revise specific sections in the solicitation impacted by the responses. The revisions to the solicitation are highlighted in yellow in the document. Attachment J.1 has been amended and the amendments are highlighted in yellow. This Statement of Objectives (SOO) describes the objectives of USAID/Liberia for the Clean Drinking Water activity, which is intended to result in improved access to, use of, and sustainability of basic drinking water services in Montserrado and Margibi counties. This SOO does not state how the work is to be accomplished but provides potential offerors with the flexibility to develop cost-effective solutions and the opportunity to propose innovative approaches to meet the stated objectives and results. Based on this SOO, offerors will submit a Performance Work Statement (PWS) describing their approach to achieving the objectives of the activity. The PWS must enable USAID to assess the performance of the work against specific, clear, and measurable performance standards (in terms of quality, quantity, timeliness, etc.), and show the method of assessing contractor performance against the performance standards.
