The Contractor must provide two senior-level Acquisition & Assistance (A&A) Specialists (hereafter “Specialist(s)”) to provide a full range of remote A&A services, including training and mentoring of Juba-based staff, for all pre-award and post-award A&A functions for highly complex awards. The annual LOE per Specialist is 2,080 hours for a total of 4,160 hours for both Specialists. A&A support services to be provided, as detailed in the RFQ, will include but are not limited to, cost evaluations, technical evaluation memorandum review and preparation, source selection documentation generation and review, solicitation and award preparation, as well as contract closeout activities as required. Training and mentoring of OAA staff members are also critical services to be provided.
