The D/EXecutive Officer-HR &Travel will be respnsible for managing and training MIssion Foreign Services Staff in Personal Management in all aspect of recruitment of FSNS, USDH, TCNPSC and USPSC. USAID/Juba is an ICASS alternate service provider and the pplicant will be required to manage International Cooperative Administrative Services System(ICASS) workload counts, customer services surveys, and interagency relationship. Applicant will participate in planning, directing, and administering management programs within the Mission, and oversee the entire travel management functions within the Mission specialially arrival and departure of off shores Mission staff, and processing of their visas and clearances. Applicant must be familiar with USG regulations on travel and transportation, and develop processes to deal with Mission travel needs in most effective and efficient way, and provide guidience to Mission travellers regarding regulations and rules. The incumpent is responsible for knowledge transfer to FSN host country national staff in all assigned EXO functions. S/he keeps employee inform of regulations related to employment, placement, PSC contracting, performance evaluations, leave and retirement policies, health benefits, insurances and allownaces. S/he provides oversight on employees contract modifications, PSC terminations, personal actions, promotions, and reassignment, and also the Mission Training Plans. The incumbent is supervisor by the Supervisory Executive Officer.
