USAID/South Sudan requires the services of a qualified Internet Service Provider (ISP) to provide robust and reliable Internet Services (IS) that will provide Wireless Internet connectivity at the United States Government (USG) Residential Compound (RC). The compound has a user community of 100 to 120 people within an area of approximately 18,000 square meters. The contractor shall seek to understand the current cable duct, telco and other carrier infrastructure at the USG RC by carrying out the necessary physical and communications survey at the USG RC where the service is required. The contractor will then come up with options of solutions that will meet USAID South Sudan's requirements. Due to the critical nature of the connection, the contractor will be required to ensure availability and reliability as well as the required quality of this service. Any interruptions resulting in unavailability or degradation of service (ie. Internet speed below the stipulated in the contract will result in commensurate reduction in price. The ISP should ensure timely (within the hour) response to calls for services in the event that there are breakdowns. The ISP shall provide twenty-four-hour technical coverage of service support and should therefore operate a 24/7 X 365 Support Center and advise the Mission on the customization of the usage of the Internet services. The ISP should provide content and URL filtering to limit Bandwidth intensive applications at the direction of the Contracting Officer’s Representative. Most importantly, the service provider must have a US point of presence so that traffic can break out in the US. The ISP shall provide any required hardware, software, IP addresses, and telecommunications applications or software upgrade including any licenses that may be required to keep the service operational after the service has been commissioned. The contractor shall bear any installation costs that may be required to keep the quality of the service acceptable to USAID standards after commissioning. Further, the contactor is responsible for additional costs arising from technical modifications, change of Internet provisioning technologies or change in agreements of the ISP and its partners.
