The United States Agency for International Development (USAID) is seeking a Global Fund Contractor to provide strategic advice on the strengthening of Global Fund grants management across four areas: HIV/AIDS, TB, Malaria, and Systems Strengthening in order to support the vertical implementation of GLOBAL FUND supported programs. The incumbent will play a coordination role in the programmatic implementation of the Global Fund grants in Ethiopia. The purpose of this request is to ensure that comprehensive oversee Global Fund grant implementation through strengthening processes to ensure key activities are agreed and approved before funds are disbursed to regions, zones and woreda to improve the timeliness of in country disbursements and subsequent utilization of funds. The incumbent will also provide high level partnership strengthening support between the Federal Ministry of Health and the Global Fund to Fight AIDS, TB and Malaria. The awardee will be responsible for ensuring that all objectives are met as described in the attached term of reference (TOR). Please refer to the TOR for a complete description of the objectives, tasks and deliverables. A fixed price purchase order will be awarded to responsible offeror that submits the lowest priced, technically acceptable offer. Submission of question regarding this RFQ will be open until September 12, 2020 5.00PM local time. USAID/Ethiopia will post all answers to question by close of business September 14, 2020. Quotations shall be submitted via e-mail to Ms. Meiraf Kebede, Procurement Agent at addisprocurement@usaid.gov by the above stated closing date and time. This request for quotation does not obligate USAD to award purchase order nor does it commit USAID to pay any costs incurred in the preparation and submission of quotations.
