USAID/Uganda anticipates to modify the USAID/Architect & Engineering Design and Construction Management Services Contract Number 720617C1800008 implemented by MBW Consulting Ltd (MBW), by extending the contract period of performance from December 30, 2022, to December 29, 2024, and increasing the total estimated cost to provide uninterrupted engineering technical assistance and quality assurance oversight for Infrastructure for Biodiversity projects being implemented by RTI under the under the Biodiversity for Resilience (B4R) Activity. The implementation of Infrastructure for Biodiversity that was integrated into the B4R Activity, requires the A&E Services activity to be extended by two years to end in December 2024. While, due to the political situation in Uganda, many of the costs associated with this activity have not been spent, as the activity had not progressed, USAID/Uganda estimates that an increase in the total estimated cost of the contract will also be required. USAID/Uganda intends to negotiate non-competitively with only the incumbent (MBW) under the authority of USAID Acquisition Regulation AIDAR 706.302.70(b)(5) which authorizes the waiver of full and open competition “for the continued provision of highly specialized services when awarded to another resource would result in substantial additional costs to the Government or would result in unacceptable delays.” NOTE: Please disregard the selected PSC Code as there is a glitch in the system and onsider the NAICS Code.
