The Resident Legal Officer (“RLO”) serves as legal counsel in the Resident Legal Office for the USAID Mission to Kenya and East Africa (USAID/KEA). RLOs provide legal services to USAID/Kenya and East Africa’s bilateral and regional portfolios and to USAID/Somalia. The RLO also serves as legal advisor to the U.S. Embassy in Kenya upon request. The RLO’s principal contacts are with the USAID/KEA Supervisory RLO, to whom he or she reports, the USAID/KEA and USAID/Somalia Mission Directors, Deputy Mission Directors, and their staff, technical office directors and staff, the Ambassador and his or her staff, and senior host country officials including the chief legal officers in various host government ministries. The RLO will perform legal services in accordance with policy guidance and professional advice from the USAID General Counsel and Assistant General Counsel for Africa, located in Washington, DC. The RLO office requires a temporary duty RLO to offer coverage to fill a critical staffing gap within the Resident Legal Office anticipated to exist through the summer of 2023. The RLO’s primary responsibility will be to support the USAID/KEA’s Office of Health, Population and Nutrition, with PEPFAR-related work amounting to 70% of the portfolio.
