Amendment #2: Provides answers to submitted questions, updates terms and conditions in the award, and simplifies the evaluation criteria in Section M. All additions and changes are highlighted in yellow, and all deletions have a strikethrough. This amendment also re-opens the questions and answers until Wednesday, July 31. The subject amendment is issued to include language on Grants Under Contract (GUC) mechanism per ADS 302.3.4.13 for the implementation of up to $5,000,000 of the $24,400,000 total estimated cost (TEC) for the USAID Zambia Agriculture Diversification (ZADS) Activity. Dear Prospective Offerors, The United States Agency for International Development (USAID) in Zambia is seeking proposals from qualified entities to provide technical services for the USAID Zambia Agriculture Diversification Support activity, as described in the attached Request for Proposals (RFP). Only local organizations, as defined below, are eligible for the award. USAID defines a “local entity” as an individual, a corporation, a nonprofit organization, or another body of persons that: Is legally organized under the laws of Zambia; has its principal place of business or operations in Zambia. is majority owned by individuals who are citizens or lawful permanent residents of Zambia; and is managed by a governing body the majority of who are citizens or lawful permanent residents of the country receiving assistance. For purposes of this section, ‘majority owned’ and ‘managed by’ include, without limitation, beneficiary interests and the power, either directly or indirectly, whether exercised or exercisable, to control the election, appointment, or tenure of the organization's managers or a majority of the organization's governing body by any means. USAID anticipates the resulting award will be a Fixed-price contract with a prospective price redetermination, for a maximum five (5) year period of performance subject to the availability of funding. A pre-proposal conference is scheduled to be held on Wednesday, July 17, 2024, at 10:00 am, Lusaka Time, to discuss the application process and address submitted questions. Potential offerors are requested to send their intent to participate in the pre-proposal conference to Doreen Muleya at dmuleya@usaid.gov and copy Charles Nyanoka at cnyanoka@usaid.gov. The Deadline for registration is July 5, 2024, at 17:00 Lusaka Time. You are welcome to invite sub-partners; however, the total number of people cannot exceed four (4) individuals per organization. This contract requires that performance of work commence on or about November 1, 2024, following awarding of the contract. Please provide us with your proposals for accomplishing this work no later than the time noted at the top of this letter, and ensure to read Sections C, L, and M for the submission instructions and evaluation factors. The North American Industry Classification System (NAICS) code for this solicitation is 541990. The authorized geographic code for the prime contractor of this procurement is 935. Title: USAID Zambia Agricultural Diversification Support Activity The purpose of the USAID Zambia Agricultural Support activity is to contribute to transforming Zambia’s agricultural sector into an efficient, equitable, and sustainable producer of high quality and nutritious food for consumption, sale, and trade. The Activity will achieve this overarching aim by advancing three core objectives: Increase agricultural yields and diversified food production among small agribusinesses. Strengthen market systems through robust private sector engagement and strengthen value chains of selected agricultural commodities from producers. Strengthen dietary diversity and improve food security. Prospective Offerors are advised that this procurement is subject to internal USAID approvals and the availability of funds.
