Subject to availability of funds, the United States Agency for International Development in Honduras (USAID/Honduras), intends to issue a Cost Plus-Fixed Fee (CPFF) completion type contract. The period of performance for the resulting contract is expected to be five (5) years from the date of award, and up to three (3) technical option periods. The purpose of the Youth Employment for Migration Prevention Activity is to increase employment of youth at risk of irregular migration. Amendment No.0001 to this RFP is hereby issued to: (1) extend the PROPOSALS DUE DATE stated in Block 9 of the SF 33 cover and the Cover Letter to Friday, November 20, 2020 at 10:00am Honduras local time; and (2) materialize in a single administrative action the questions posed by prospective offerors regarding this RFP, as well as USAID’s responses. This RFP is hereby amended by posting the responses to offerors’ questions in the attached Questions & Answers Document (refer to Attachment 11). All other terms, conditions, and attachments not amended by Attachment 11 remain the same. For reference the amended RFP is hereby attached, amended sections are highlighted in yellow. Amendment No.0002 to this RFP is hereby issued to update Attachment 1 by adding the "Empleando Futuros Performance Evaluation Executive Summary DRAFT" in the ADDITIONAL REFERENCE DOCUMENTS (refer to Attachment J.1.8). Amendment No.0003 to this RFP is hereby issued to: (1) include the revised provision FAR 52.204-26 Covered Telecommunications Equipment or Services—Representation (October 2020), as well as the revised FAR 52.204-24 (October 2020); and (2) further clarify USAID's Answer to Question No. 88 in Attachment 11, the documents and/or information requested in Section L.7 are required from the Offeror and Major Subcontractors. Subject to availability of funds, the United States Agency for International Development in Honduras (USAID/Honduras), intends to issue a Request for Proposal (RFP) for a Cost Plus-Fixed Fee (CPFF) completion type contract. The period of performance for the resulting contract is expected to be five (5) years from the date of award, and up to three (3) technical option periods. The purpose of the Youth Employment for Migration Prevention Activity is to increase employment of youth at risk of irregular migration in support of Mission-wide efforts to reduce irregular migration to the United States by increasing their educational and income generating opportunities. The beneficiaries will be youth from high out-migration areas as well as other youth at risk of irregular migration, including returned youth migrants. In certain geographic areas youth will be vulnerable and/or at risk of being victims or perpetrators of violence and or at risk of gang recruitment. Offerors will be requested to propose a public name for this activity that will be youth accepted and well recognized for its purpose. Working through partnerships with public and private sector stakeholders, this Activity will reach at least 500,000 youth at risk of irregular migration to become productively engaged in the Honduran economy and society over a period of five years. Out of those 500,000 at-risk youth, 100,000 will 1) secure viable employment, 2) return to full formal or alternative education and/or technical/vocational training, and/or 3) create innovative youth enterprises, including social entrepreneurship efforts, or other innovations in youth employment.
