Dear Prospective Offerors: The purpose of this notice is to comply with the synopses and pre-solicitation notice requirements of FAR 5.2 - Synopses of Proposed Contract Actions. Any solicitation resulting from this notice will be handled in accordance with FAR 5.102(d); therefore, availability of the solicitation package is limited to the following electronic medium: System for Award Management (SAM) web page (http://www.sam.gov). The United States Agency for International Development (USAID) Haiti mission intends to issue a Request for Proposals (RFP). The purpose of the solicitation will be to identify a provider of Partner Liaison Security Office (PLSO) services. USAID/Haiti is seeking to continue its PLSO as a tool to enhance communication between USAID and its Implementing Partners (IP) regarding security information to help IPs better manage and mitigate their respective security concerns. The PLSO effort will assist in more effective delivery of U.S. Government funded assistance, as it will enhance the IP’s ability to stay abreast of security concerns and better secure their operations, allowing IPs to more aptly perform and advance development objectives under their respective agreements. The activity is intended to provide current information, guidance and updates on safety and security-related factors throughout Haiti to USAID/Haiti implementing partners to help safeguard their staff and operations. Offerors are advised that this is NOT a formal Request for Proposal and in no way obligates the US Government to issue a RFP and/or award a contract. Issuance of the RFP solicitation and award of a contract are subject to availability of funds and other internal USAID approvals. The information herein is released for wide dissemination to all parties, it is subject to modification, the estimate is based on the best information available at this time, and this notification is in no way binding to the Government. You are advised to regularly check the site noted above for future updates or information and look-out for a formal RFP.
