THIS PRESOLICITATION SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS The United States Government, represented by the U.S. Agency for International Development (USAID) Mission in Port-au-Prince, Haiti, intends to issue a Request for Proposal (RFP) to obtain the services of a qualified contractor to provide construction services to rehabilitate and modernize the Cap Haitian Port (CHP) container yard in Cap Haitien, Haiti. The Contractor shall furnish all labor, materials, parts, equipment, tools, supervision, services, transportation, waste disposal, facilities, and other required items necessary to complete the construction works. The magnitude of the contract is estimated between $5,000,000 and $10,000,00. USAID anticipates awarding one (1) Firm Fixed Price contract as a result of the solicitation to a contractor eligible to receive an award. In order to be eligible for award: Contractor must be responsible and otherwise eligible to submit a proposal and receive an award Contractor must be able to affirm in SAM that they are not utilizing prohibited sources as outlined in NDAA 889 Contractor must have experience with construction in the Country of Haiti All interested firms must be registered via the System for Award Management (SAM) internet site at https://www.sam.gov/portal/SAM/##11 A pre-proposal conference/site visit may be held virtually or at in-person CHP in Cap-Haitian, Haiti. All offerors are encouraged to participate. Details regarding the conference will be outlined in the solicitation along with the date. This is a pre-solicitation notice notifying all interested parties that a solicitation will be issued for this project. No submittals are required for this notice. Submittals for this project will only be accepted under the solicitation once it is published. The solicitation for this project will be posted on or about December 4, 2020.
