This is a request for proposal (RFP) for interested offerors who can provide technical assistance services for USAID Philippines' Strengthening Private Enterprise for the Digital Economy (SPEED) Activity. This activity's primary goal is to provide technical advisory services and commodities support that will enable greater participation of Philippine small and medium enterprises (SME) in the digital economy. This activity will primarily focus on business-to-business (B2B) and business-to-consumer (B2C) type of e-commerce transactions. To expand the participation of the SME sector, this activity will: (1) improve SME capacity and access to e-commerce platforms; (2) expand and increase the use of e-payment systems and other FinTech innovations; (3) improve the integration of e-commerce platforms with logistical supply chains; and (4) increase consumer awareness and protections. Subject to availability of funds, USAID anticipates that this activity will be implemeted within a cost range of $15-19.95 Million over an estimated period of performance of five (5) years - 4-year base period and 1 year option period. The purpose of this RFP Amendment 1 is to provide response to questions (Appendix 1) received and revise sections in the RFP impacted by the responses. There were no changes in the Section J attachments from the base RFP. The purpose of this RFP Amendment 2 is to provide supplemental responses to pending questions in RFP Amendment 1, as well as revise specific sections in the solicitation impacted by the responses. In addition, based on recent agency guidance of the implementation of the Director of National Intelligence (DNI) Foreign Assistance Waiver for Section 889(a)(1)(B) Prohibitions and its Applicability to Acquisition Awards, conditional language in Section F.2 and Section H.38 of this RFP Amendment 2 are incorporated.
